This Tech Guide provides law enforcement and justice agencies with background information and a structured process for measuring and managing performance. It is not just about measuring the impact of a particular program. It addresses (a) establishing precise, measurable priorities and objectives; (b) measuring progress in determining priorities, achieving objectives, and realizing value in real terms; (c) providing incentives, establishing accountability, and ensuring that programs and operations are strategically focused and tactically implemented and monitored to achieve the results intended; and (d) incorporating ongoing performance measurement into the fundamental structure and management of operations of law enforcement and justice agencies.
